For telling a mother she infected her baby which will most likely die of AIDS in the not too distant future.

And this test is one arm of mandatory testing for mothers and babies and is also the raison d’etre of mother to child transmission and underlies the recommendation that pregnant women all over the world are given certain drugs to kill a virus that has never been isolated and thus they may not have.
